I don't think there is an economic justification for battery setups inside buildings used for other purposes. At least, not one that overcomes the downside of the fire risk. It is no more valuable there than it would be on the outskirts of the city or on a main transmission line. There would be significant economies of scale in having a dedicated building, and you can keep it away from people.
As an aside, I think the same goes for solar panels. The government is buying votes with subsidised rooftop solar, but there are far cheaper alternatives. Especially compared to retrofitting small installations on existing residential buildings.
