I'm referring to the Moron to Erdenet road. I haven't seen the names Tsengel, Ihk Uul, Khutag Under or Bulgan mentioned. The benefits to those places are less tangible (as they already have a black road, even though its in bad nick) and I can't see the people being happy about coal trucks passing through.
