I think they have a few options
1) all debt deal with offtaker like you say
2) the road funded through some foreign aid fund
3) the civic company funds the road and has a take or pay toll agreement with AKM
4) maybe someone wants to get in on the asset at the asset level and funds the dev.
There are probs a lot of other options I haven't listed here. GLTAH
