In order to create jobs, shouldn't the company first apply to the authorities for permission to open the mine?

"But Critical Metals' methods raise questions: Is the company advertising with questionable to misleading claims on the Nasdaq website? Several press releases state that the Wolfsberg project is the first "fully permitted" lithium mine in Europe. However, an inquiry by the STANDARD to the Austrian mining authority in the Ministry of Finance shows that this is not the case. Although the Austrian subsidiary ECM Lithium AT GmbH is the “holder of the mining license for the Andreas mine field”, several other permits would be required for mining.
These include the approval of a profit plan and permits for the construction of mining facilities. “There are currently no permits or approvals in this regard, and the mining authority has not received any applications in this context,” the ministry states. There is also a possible environmental impact assessment (EIA) procedure. The question of whether an EIA procedure is necessary is currently being litigated before an administrative court, but no decision has yet been made."
