Three ways to distribute shortfall - in this order imo - all provided you pay on time:
1. First paid first served. Ie wait towards end before paying and you may miss out
2. Scaleback - pro rata on what you actually applied/paid for
3. Pro rata of what you hold.
It'll be dissapointing if "Bpay delays" are holding this up as it is clearly stated that different financial instos can take different times - up to 2-3 days to process Bpayments, so if delays are within the 2-3 days, those applications should not be considered as they were too late (using their money elsewhere and cutting it too fine)
