I think the article and yourself have answered the questions regarding non-participation. It shows that the projects in both Portugal and Serbia bear the scars of woke citizens that want everything but not anywhere we can see it. Austria does not require such citizen consultation. So let us proceed with clearer heads and logic of the elected officials rather than local hotheads who want their cake and eat it. There is an approved process, so let us use it. Or alternatively, jump into a rabble rally full of irrational people with pitchforks in one hand and a noose in the other stirred up by some woke idealist.

Those same people could be looking at 200 people working directly at the mine. This also help 1600 people indirectly. which in turn will benefit 20,000 people and have flow-on effects to the community. In one form or another opening the mine will help Austria. Just taking a few young people off the streets, and off the unemployment lines and giving them hope and a future can turn a community for the better. It is only small mine but it can be the start to mend the rot that began 50 years ago.
I take it that you will be attending. Please take your phone and have a good long look at it. Then scroll through the net looking at the sources of all the components of your phone. Then feel free to bitch about progress. Then make your way safely home so that you can avoid the unemployed teens that you successfully steal their future from. This "youth unemployment" is one of the worst consequence of actions and non-actions of well-meaning folks on a tangent of "Just doing what is right". Try something different like giving your youth employment and a future and still do something right. Both can go hand in hand.
