@Gartenfan - Oh deary me, the translator in me is having kittens (das heisst mir wurde schlecht schon beim Lesen dieses deutschen rechtssprachlichen Wortsalates) - and the translation is comical and nonsensical.

"Shine by absence" should be "conspicuous by its absence"

"Highly trotting" a literal translation of 'Hochtrabend" is more than comical, because 'trotting' in Australia means horses, and horses only.
Hochtrabend should therefor be 'pretentious' or 'lofty' or "high-minded"

Or: " has in any case deficient determined that the court was simply confirmed that the court was simply confirmed with the decision with which a UVP obligation was simply confirmed".

actually means to say: ". . . . that a UVP obligation has been insufficiently investigated by the relevant authority, but confirmed its determination that a UVP obligation was necessary"

Or: the next sentence should read: "

"Belangte Behörde" - "actioned authority"

and so on. You have not illuminated anything much with this translation. A1???

I am still giggling . . . . . and I could be wrong, too - (from my days with lawyers, both in Austria and Australia: you never admit to anything! )
