This was known and timed, just before U.S. Federal elections. IRA was the carrot. This is the stick. IRA was to entice investment into such things as mining. This policy is the stick to force investment (such as from OEMs) to invest in such things as mining. All to do with shift to electrification and lowering carbon emissions, as well as moving away from Chinese dominated industries.
Trump started it. Biden followed it through. There is as much opportunity to mining and manufacturing under Trump as there would be under Biden.
Different approach, same outcome. At least for mining.
