    this is your issue. There are no inside/network buyers because fresh cannel coal does not respond to liquefaction the same way as weathered cannel coal, used in phase 1-3 (which is not representative of the orebody). Its a problem they can solve with further testing in a pilot plant after the PFS, but that takes another year or so.
