Facilityy would be up and running they just haven't bothered to announce it without some more material news actually coming out of it.
Downturn means nothing she wasn't going far anyway without news. She is looking healthy, no reason to be concerned as long as you aren't buying north of 15cents with a short-medium term outlook.
Solid news could be days away... or it could be months away. Just have to be patient.
Again IMO she isn't going back under like 12-13 and if she does it's just a buying opportunity.
