The other thing is that if the landowners and TMG were basically in accord (just ironing out finicky details and price) they'd likely both be relaxed about observing the timelines. On the other hand when they're not seeing eye to eye, that's when both sides dot the I's and cross the "T's" of the prescribed timelines. IMO the fact that we haven't heard anything points more in the direction that they're in the dotting the I's and crossing the "T's" mode.
