    I agree on that point but, as others have said here, no rerate can happen without instos. If there is a feasibility issue that hasnt been brought up yet, its the instos that know about it and are holding out. I have been here since 4c and very happy to see where its going but i am always skeptical when the HC forum is a little too excited. Fingers crossed we can get some big names behind us or dod funding to keep the SP on an upward trajectory.
