The Graphite we have produced from this test is the shipment quality, so the quality of the ore you send from the mine to the next facility, which will be either the RNU downstream facility or to the customer for further processing. At that point it is further refined to achieve the >99.95%TC quality that is required. The significance of this percentage is the more pure it is leaving the mine the more profit can be made from the expense of each shipment. The cost to transport is fixed so maximising the value of each transport is where a company can unlock increased profits.

For anyone who hasn't picked up on the upstream and downstream phrases, think of the water in a river. Starts as at the top of the hill (the mine) and heads downstream through the valley (the refining process) and out into the ocean (the market for end products).
