Why does what you posted and highlighted in yellow above post (reposted here) - go from quote 'agreement to secure THE site for THE proposed ...' to one of site selection.
My English class teacher would tell me, the way this is written, stated and should be understood is they have site selected which they are 'negotiating commercial agreement to secure' .....Of course if they don't succeed with this negotiation, then back to the site selection process, and perhaps onto the 2nd site....
Just some on understanding the written words....
