Source: Information Office of the Ministry of Commerce Type: Original Category: News 2023-10-20 10:15Spokesperson of the Ministry of Commerce responded to reporters’ questions on export control policies for graphite-related itemsQuestion: On October 20, the Ministry of Commerce and the General Administration of Customs jointly issued an announcement on export control of graphite items. May I ask what considerations China has for adjusting its export control policy on graphite items this time?
Answer: On October 20, the Ministry of Commerce of China, together with the General Administration of Customs, issued an announcement on optimizing and adjusting the temporary export control measures for graphite items, officially including three types of highly sensitive graphite items that were previously temporarily controlled, including spheroidized graphite, into dual-use items. items on the export control list; at the same time, the temporary control on five low-sensitive graphite items mainly used in basic industries of the national economy such as steel, metallurgy, and chemicals, including furnace carbon electrodes, has been lifted. The above policy will be officially implemented from December 1, 2023. Previously, we have notified relevant countries and regions.
It is a common international practice to impose export controls on specific graphite items. As the world's largest graphite producer and exporter, China has long been firmly fulfilling its international obligations such as non-proliferation. Based on the need to safeguard national security and interests, China has implemented export controls on specific graphite items in accordance with the law and implemented temporary controls on some graphite items. Recently, the Chinese government has conducted a comprehensive assessment of the temporary control measures for graphite items in accordance with the provisions of the "Export Control Law" and made decisions to optimize and adjust both incoming and outgoing. This reflects the control concept of coordinated development and safety and is conducive to better implementation of prevention and control measures. Proliferation and other international obligations are conducive to ensuring the security and stability of the global supply chain and industrial chain, and are conducive to better safeguarding national security and interests. China's normal adjustment of export controls does not target any specific country or region, and exports that comply with relevant regulations will be permitted.
