Yes the psg plant is expensive, and right now, with all graphite in the shitter it won't get cheap loans thrown at it. That was obvious prior to the AGM.
Maybe give it a few months and see how things progress. At the current rate no graphite producer will be competing well with China, but everyone wants ex China supply. At some point things will give.
I don't anticipate this will move until the full effects of graphite export restrictiona are felt and ex China graphite demand increases. Could be a month, could be a little longer imo. Each to their own.

Cheap cost of capital means they would be able to access debt finance at a good interest rate (what RIO would pay). DC even said at the AGM debt finance at the high interest rate they would have to pay would kill the returns of the project. Looks like they tried commercial lenders and failed..
