Agreed. Our governments are slow, but their existence is not to stop you - they are there to supervise/monitor/charge royalties/organise/legalize..... whatever you call it , but their primary goal is not to stop you. They process to help make it happen when all boxes are ticked.
Fundamentally they are here to support with guidelines and imposing boundaries...restrictions yes, but not for roadblocking.
