there has to be somebody out there who is willing to secure supply over a long period in a safe jurisdiction in return for agreeing to a price which would enable construction to begin- you could agree to periodical reviews- otherwise it is China or Africa although Tanzania is politically stable (not socially stable though)I am not sure that Posco is still at the table- China just approved the sale of synthetic graphite to them and they they are signing BOA's with Tanzania- not sure. what happened there- so yes just need that one entity to value security of supply above price - as the price stands now
