It's the Government (be it federal, state or local) psyche now unfortunately we don't want to be ruthless because we might hurt someone's feelings and upset people. We want to be diplomatic and "therapeutic" in our negotiations etc. Bit off topic, watch YouTube clips of "Utopia" (ABC). Yes, it's a satire comedy, however, it's pretty much 98% accurate in its depiction of Govt Departments.
