It has been made very clear that the $185 million loan is for the upstream (mine and concentrator) side of the project only.
There will most definitely be another facility/loan/grant announced to do with the downstream (PSG, possibly anode manufacturing) side when the time is right. Probably to align with the recent government announcements.
The delineation between upstream and downstream has been made very clear -  in my opinion, this delineation has been made for permitting, approval and offtake reasons BUT also for financing reasons. . .
