the conditions of the grant was that a formal arrangement must be in place with all parties prior to the execution of the grant assessment- a non binding agreement between RNU and Posco would have met that criteria- point being that here we are some years later with nothing agreed- all hoping for something on August the 14th- Posco do not compromise on anything- particularly their margins
