    maybe, but
    1. EV's are only a small part of the battery story
    2. I posted back a few months about where the big battery projects are in the USA and paradoxically they are located mostly in Red Sates (why is really interesting) it would take a brave Republican Senator to ditch these largely manufacturing jobs...
