In other words, even though things may seem different under a Trump/Musk administration, some fundamental aspects of life and human nature will remain the same.
Trump's creative accountancy skills coming to the fore, i.e, move the IRA funding to Defense funding under the guise of increasing defense funding. Yet, for all intents and purposes, it's still all the same funding.
Also, as you say @donnythedealer, Siviour may be a vital strategic resource for the US if you take into account the recent restrictions on the shipment of graphite from China to the US for military usage, along with Trump's emphasis on lowering vulnerabilities in the mining and processing of vital minerals for defense manufacturing.
No matter who's in the Whitehouse, the goal is to limit China's dominance, which is Trump's catchphrase.
