    So this is my positive/ wild guess on what the riddler is trying to tell us.

    The 1500 house project... No let's say rusty is posting positive comments. Could that be to house the workers for the future mine and he is comparing when they built the bamboo plantation the pandas came?

    So, in this hypothetical guess into the mind of an idiot savant, the pandas are the mine and the bamboo is the housing project. Once the housing project is underway, the mine can operate, saves on FIFO.

    Thoughts?
