This was my estimation as well when the show of support for the demo plant was announced.
Prior to that I was convinced that we would see the Mine up and running before a plant was constructed.
As soon as it was announced and their support given, it seemed to me very on the nose that it would be a conditional of more substantial support from those entities and others waiting in the wings.
Building a demo plant also says to me that DC has complete confidence in the product and who he is going to sell it to. It would seem to arrogant and foolish to just assume that potential suiters would just take his word. Why not get ahead of the game and catch them hook line an sinker with a sample product you know will attract their full attention.
I cannot see how the opposite of this would be true, if he doesn't have confidence in the product or its ability to attract buyers, why build the plant? If you thought you had a dud, wouldn't you want to slow down to delay the inevitable disappointment instead of ramping and developing in parallel?
As far as I see it, there are to many major elements of this endeavor being developed for eventual success not to be a guarantee, or at the very least, close to it.

I don't see how you go ahead with these 2 things and then just mothball the entire project.
