They should give the $108M back to shareholders (owners of that money) or do a buy back given the price of the shares.
Even if they just use $25M to do a buy back it would be a great deal for the company and shareholders.
If there is a value disconnect, buy back. Nothing wrong with selling shares at 27c and buying them back at 5c. Free money. No brainer. Use that money for something good for the company and shareholders.
