Another thought as a concern that I have after watching people slaving in mines in Africa, to dig out substances of essential elements is:
One mention is providing training to people interested in mining as a career or job in their local area appears to be in conjunction with the tier 1 mining jurisdiction approach. Just restating these points.
However when these laws are not clearly defined and adhered to then exploitation may be evident. Which has been brought to my attention in conversation with people who state children ate labor intensively exploited in many countries with poor oversight to regard for laws safeguarding their well being during a work structure as a youth.
Child labor laws include working permits in industries which support education preceeding a career as, considered inclusive into the industry therfore, all supervision in the industry associated with a permit to learn and work simultaneously as a career choice, is supervised by highly trained concurrently as children support educational professionals who are trained with regulatory conditions and personally whom are also highly skilled to manage the education facilitating the child's education. As skilled trained professionals specifically to the job scope of practice. Licensed.

An early apprenticeship if you will, for those families who value this type of ability to begin a business relationship with a specific industry, understand the stress as encompassed into the price of this apprenticeship as educational in value with the job as paid with a scale reflecting their skill.
It is a privilege to work in a structured environment which facilitates -( Learning the trade) in progress of the career ladder. In my opinion. Child labor intelligence is a choice by the child and their parents with laws in place governing their process in work conditionally.

Human rights are different in first world legislation by prescribed ( choices).
In other words if there is an opportunity to find the education to work in a labor force of a shortage of skilled personell it becomes mentored into the education of a family structure of possibility by education legislature as a permit to work as licensed for the child.

Which I may be completely wrong about but on internet searches, , exploitation of children in Countries without regulations for the education of youth in a specific science or mining industry may be exploited.
I apologize for mentioning Tanzania regarding exploited labor.
It's not ethical however impulsive. Trying to correct this imo my bad.
