Fair question, i think China doesn't need graphite from outside China. At the moment they produce so much synthetic graphic most of their natural graphite mines are mothballed. It will take China years to soak up their excess capacity, even longer if the western world refuses to use Chinese graphite. So i can't see any reason why either of the Chinese MOUs would proceed at the moment, unless they were looking to lock up supply.
