Major thing is just getting the infrastructure up and running to actually dig up and process the crit minerals. The stockpiling is all well and good, but having the mines there and able to work will be the kicker. I don't dislike the idea, if the gov can buy some minerals and then either later use them or even sell them at a higher price, it at least gives companies like RNU a headstart before selling to other countries.
