I believe in politics that everything usually occurs in advance. It's possible that both parties' top negotiators have reached some sort of agreement. Therefore, Trump has only agreed to the face-to-face meeting because a satisfactory deal has been reached. So, the sideline meeting is merely to send a message to the world.

Trump needs a deal with Australia. He also requires graphite and in particular shovel-ready projects to counter-act China's growing dominance. I believe that the SA Minister's decision to issue all regulatory permits last week ahead of schedule was more necessary than coincidental.
