I can confirm from experience that the situation regarding approvals is crazy, the reports required are ridiculous, many that are commissioned are for rehabilitation etc. many years down the track and when the business arrives at that point in time, due to the dynamic nature of a mine site they'll be out of date/not relevant/pointless.
It has been a boon for engineers in Vic at least, what I would term as an "engineers picnic"
