I understand Snowy did not have favourable ground conditions. That would have made their tunnels and caverns a bit tricky, though this was many years ago so I don't know what they're up to now.
That's a risk that any PHES project carries until the core holes are done and the ground assessed. Even then, without full seismic, fault lines may still be missed.
