Texas highlighted issues with mostly governance not renewables. Texas had a similar issue 10 years ago and the government determined they need to spend X dollars cold-proofing gas, nuclear and renewable sites. They did nothing. The government knew what happened would eventuate. Texas also decided to not connect to surrounding state grids, so they didn't need to be federally regulated. They could have imported power from surrounding states had they had interconnectors (like those connecting states in the NEM).
