@That Fundamental Guy. Saline or fresh aquifer does not make a lot of difference to getting a water licence. If there is any risk of environmental damage to groundwater aquifers by extraction (increase to salinity, inadequate recharge and other factors) HIO will not get a licence for that saline aquifer, so likely to need coastal supply with MGT.
There is also the question of where and how to dispose of any brine.
