If they really want to start construction in 2023, then something has to happen slowly.
It's mid-September. We certainly need financing for the construction in advance! Without this news the construction cannot be realized.
After financing, it will certainly take a few weeks to order everything. So financing news has to come soon.
Anything else would be a scam!
