Chris mentioned in some of his last interviews t hat the reason that Mercedes hasn’t signed the contracts yet is a grant Licular/Mercedes is waiting for.
As you wrote, the foundation stone was already laid so Mercedes doesn’t have so much time to wait for the signature, even without the grant, if they don’t want to risk a delay in the project.
