My guess is Option 1: RIL might be about to get some orders through seeing as though both were up.
Option 2 Merc has said sure give us 10 of your best plants and that vote of confidence will give RIL a boost to credibility.

Or the real roughie for Option3 is PMR has come early and is favorable ( but that doesn't explain a rise in RIL at the same time).

All wild speculation on my behalf.
But just interesting to ponder given the price movement, and we will back to the usual death by 1000 cuts next week.
