I actually meant MWh scale projects... excuse my sloppy writing.

Do you think it is possible, if not probable, that those large projects sitting in the wings may be waiting on various certification & insurance clarification and approvals? Personally, I would not want to make such a large and long term investment until I was sure that as many "Is" and "Ts" as possible were dotted and crossed, and as many potential liabilities mitigated as much as possible.
