I personally wouldn't pay much attention to the buy/sell spread.
There is strong support for buys around its current price, whereas the selling support is sitting around 5c and beyond. There are high sell volumes at very high prices so it is quite skewed. The total volumes don't paint a true representation on their own.
I also believe if the JV is announced (all indications it should), the large portion of the sell volumes will suddenly disappear. In the end, I believe basically no one on the list would truly know if it is going ahead or not, so you shouldn't rely heavily on this. If anyone does know, their orders would be executing in a hurry at current prices and not remaining stagnant on the order list.
