not entirely - PCL can write into the JV/contract with WDS to indemnify PCL for $US5M for not drilling a well in the coming year - which gives WDS time and which then if willing to commit may then ask for an extension if time running out which often the Gov will agree to seeing there is a well committment. if that is done PCL will commit to the next year regardless if well drilled or not.
