Mel71, your doubts are well founded. State capture in Africa can come from the most unexpected sources. The classic example is South Africa, which was nearly captured by an unknown Indian migrant family from rural India (the Guptas). They were just more brazenly corrupt and daring than anyone else! So, apart from China and North Korea, and the ever opportunistic Russia, you have to worry about oligarchs from the corrupt second world nations as well - especially as far as oil/gas is concerned; Yemen, Nigeria, Tajikistan, Romania, Bulgaria, Algeria et al.
