Unlikely. The relationship is with the MME, most notably Tom Alweendo (Minister) and Maggy Shino (Director: Petroleum Affairs). Across the board, the Namibian government has been very eager for offshore exploration to progress. The recent piece by Tom Alweeno is a good read if not done so already.
