Recovery rates depend on a few factors, offshore it is the cost and life of the facility. in deep water you are looking at some sort of floater which have a finite life. In essence a floater rapes the field quicly leaving a lot behind as it is expensive to add more wells or even fix poor performing wells hence the low recovery factor. On a platform or even better onshore adding wells is possible so are workovers so the ultimate recovery will always be better.
