Do they have the financial ability to undertake that aim? Until they get income from the development of already discovered resources I don't see them being able to afford to increase their percentage ownership and being able to fund the development work required. The aim might be laudable from a Nigerian view point but in reality I don't see that happening any time soon. They may however decide to purchase a holding in partnership companies like PCL or Sintana .... just in my humble opinion.
