Shell already tried it, but I think the gov't knock them back. The same can happen again.
As I posted before, all these activities take up a lot of time. Probably won't help PCL holders meanwhile. Of course the predator could sweep up PCL at the same time, but again I don't think they would pay for the value until first positive well result.
