PCL would have been aware that there would be significant delays in any licence back when they signed WDS. I have no doubt PCL is frustrated with the delay but they sure as hell would have know this would be the case. Something tells me Namibia will screw PCL for a larger player and their cash incentives. As much as we don’t want to believe that corruption is amongst us. It sure as hell is when it comes to environmental resources and their governments. And South Africa doesn’t have a great reputation for that.
