i bet though they would require WDS to agree to the ann!!!!
could it be that if WDS were honest to PCL, especially if the WDS request for License is holding up any potential ann from WDS (maybe not) but if it is, then WDS would be good enough to allow PCL to ann their interpretation ( which WDS would agree with technically).
that would be fair if a JV partnership were cordial?
I doubt WDS would have agreed under the JV that pcl were entitled to ann on their own right without WDS consent
