At present there is no JV with WDS. WDS only have an option over PEL87, which they have not exercised.
Unless there is something explicit in the option agreement, which I doubt but Melindax and others would have a better idea on an o&g option, then PCL can do what they want regarding an announcement on how they interpret the 3D.
