No, not in my view. PCL would not sell anything until they know what is in the ground. Once they know what is in the ground then the price can be negotiated at that time. If you had a 2020 Range Rover Sport for sale in which you stated it runs great and I offered you $25 for the car sight unseen would you take my offer?
