Perhaps PCL also has second thoughts about the one sided agreement with WDS, a very high 56% in favor of WDS, and it is letting the fuss kicked up by NAMCOR slide in the hope the fight might sweep some benefits PCL's way.
All points to one good thing, NAMCOR and PCL (and WDS) must be confident of the DATA analysis to date to make all these fuss worthwhile.
